Erie County Community College of PA (EC3PA), America’s newest community college, is a comprehensive community college located in northwest Pennsylvania currently offering three degrees: Associate of Applied Science in IT/Networking; Associate of Arts, a liberal arts education degree that leads to transfer to four-year colleges; and Associate of Applied Business in Management and Entrepreneurial Thinking. EC3PA is focused on enhancing the county’s economic condition by increasing educational opportunities for the diverse population in Erie County.

Position Requirements

The Controller designs and maintains the accounting structure and account system, develops operating procedures for compliance and control issues, provides leadership, and drives continuous improvement and quality service to all campus constituents.

Works independently and under broad guidelines and direction. Must work cooperatively and collaboratively with diverse individuals and groups, internally and externally. Directly supervises support staff to ensure adequate separation of essential duties.

Essential Duties and Responsibilities

  • Designs and maintains the general ledger accounting system to record and track all authorized entries, including payroll expenditures and endowment activity. Prepares annual audited financial statements.
  • Supervises the maintenance of accounting and financial services for accounts payable, accounts receivable, budgeting, endowment accounting, grant accounting, internal audit, payroll, College loan administration, and purchasing.
  • Prepares special and annual financial reports. Responds to information requests for board and committee meetings, as well as for other purposes.
  • Performs cash management functions.
  • Manages all debt instruments and short-term investments.
  • Responsible for continued process improvement, striving for best practices to improve the quality, efficiency, and contributions of the business office.
  • Serves as main liaison for independent, state, and federal audits.
  • Serves a main liaison for financial institutions doing business with the college.
  • Prepares budget in conjunction with Vice President of Administration, including budgetary review and management and budgetary reports for Board of Trustees.
  • Assures expenditures of all grants conform to approved grant budgets.
  • Prepares financial forms, claims, and reports required by federal and state agencies as they relate to budget issues.
  • Prescribes and implements necessary internal controls and procedures to safeguard the assets of the College.
  • Deposits all cash and checks at financial institutions after received and recorded by accounting staff.
  • Reviews vendor invoices received and recorded by accounting staff.
  • Manages and monitors bank reconciliations.
  • Processes payroll after review by Human Resources Director.
  • Anticipates, prevents, and resolves conflict and problems under the areas of supervision.
  • Performs other related duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in Accounting or related financial field.
  • Five years accounting experience.
  • Demonstrated competencies in leadership and staff development, financial and accounting software applications, and process improvement.
  • Computer applications savviness.
  • Excellent written and oral communication skills.
  • Excellent analytical skills.
  • Experience working in a collaborative, team-based environment.
  • Ability to adapt to and lead change.

Preferred Qualifications

  • A CPA, CMA or Master’s degree in Accounting.
  • Five years of experience in Finance at an educational institution.
  • Experience in Workday.
